County of Riverside Organizational Chart

Agricultural Commissioner

The Riverside County Agricultural Commissioner's Office promotes and protects the Riverside County agricultural industry and environment, ensuring the health and safety of residents, and fosters confidence and equity in the marketplace.

Animal Services

Animal Services promotes responsible pet ownership to improve Riverside County for people and animals. Adopt a pet, license your pet or learn about the department's low-cost spay and neuter program here.

Assessor-County Clerk Recorder

The Assessor-County Clerk-Recorder department conducts property assessments, as well as records property filings, marriage licenses, birth certificates and death certificates. The Clerk-Recorder also performs weddings at its historic chapel in Downtown Riverside.

Auditor-Controller

The Auditor-Controller provides accounting, audit, payroll, and property tax administration services to county government, cities, schools and special districts. The Auditor-Controller is the chief accounting and disbursement officer of the County of Riverside.

Board of Supervisors

The Board of Supervisors is the governing body of the County of Riverside, certain special districts and the Housing Authority. The board enacts ordinances and resolutions, adopts the annual budget, approves contracts appropriates funds, determines land use zoning for the unincorporated area, as well as appoints certain County officers and members of various boards and commissions.

Building and Safety

The Building and Safety Division is an important element to the county's economic development. This division of the Transportation and Land Management Agency permits and manages the grading, building inspections and plan checks for new construction in Riverside County's unincorporated areas.

Child Support Services

The Department of Child Support Services works with parents and guardians to ensure children and families receive court-ordered financial and medical support. Services provided include establishing paternity; establishing, modifying and enforcing court orders for child support and health coverage.

Clerk of the Board

The Clerk of the Board is responsible for creating and posting the agenda, and all related attachments, three days prior to the board meeting. These elements are critical components to transparency in conducting the public's business. The Clerk of the Board is also responsible for assessment appeals.

Code Enforcement

The Code Enforcement Department is responsible for enforcing County Land Ordinances, as well as various state and federal laws, in the unincorporated areas. Code Enforcement activities contribute to safe, healthy, sustainable communities and preservation of water quality and natural resources. Code Enforcement seeks to work with property owners to strike a balance between enforcement and voluntary compliance.

Community Action Partnership

Community Action Partnership is an organization that provides technical assistance, training, and other resources to Community Action Agencies, nonprofit and public groups funded by the Community Services Block Grant (CSBG), a federal program that allocates funding to states to connect Americans to greater opportunity.

Cooperative Extension

The Cooperative Extension's programs enhance the quality of life, the environment and economic well-being of residents through research and education. Educational programs include agriculture, nutrition, family and consumer sciences, 4-H youth development and master gardening classes.

County Counsel

The Office of County Counsel is a full-service law office that handles civil matters for the County of Riverside. The office provides advisory and litigation support on issues of vital concern to the County and its residents such as health care, public safety, child welfare, land development, environmental protection, public finance, taxation and elections.

Department of Public Social Services

The Riverside County Department of Public Social Services provides services and assistance to protect and empower vulnerable people in our community. Services include temporary financial assistance, employment services and nutrition benefits for qualified families and individuals. The department also offers low-income individuals and families access to health care coverage and provides protective services for children and adults at risk of abuse and neglect.

District Attorney

The District Attorney’s Office works with every component of the criminal justice system to protect the innocent, to convict and appropriately punish the guilty, and to protect the rights of victims. The office also works within the community to prevent and deter crime and to promote public safety.

Economic Development

The Office of Economic Development is responsible for many of the programs that support businesses and contribute to the great quality of life in our communities. In addition, the department provides film commission services and foreign trade programs.

Emergency Management Department

The Emergency Management Department is an all-hazards department that works to prevent, mitigate, respond and recovery from all-types of emergencies that impact Riverside County residents.

Environmental Health

The Department of Environmental Health protects public health and safety, as well as the environment by issuing permits and conducting inspections for restaurants, spas, body art salons and water wells.

Executive Office

The Executive Office supports and implements board policies and priorities, provides organizational direction and leadership, and fosters efficient and effective management of the county workforce and activities. The Executive Office assists in the establishment and administration of community facilities districts, assessment districts and mello roos within Riverside County.

Facilities Management

The Facilities Management department oversees space management for county departments and agencies, operates county parking lots, as well as provides facilities maintenance and custodial services.

Fire Department

The Riverside County Fire Department, in cooperation with CALFIRE is proud to serve residents of Riverside County including all unincorporated areas, 20 partner cities and one community service district with fire protection and pre-hospital care services. The department's core values are leadership, competence, integrity, safety and customer service.

Flood Control and Water Conservation District

The Riverside County Flood Control and Water Conservation District oversees and manages flood hazards, the regulation of floodplains, as well as maintains drainage and development for flood mitigation.

The Housing and Workforce Solutions department transforms and promotes healthy, thriving communities, reignites hope and restores human dignity through housing assistance, homeless prevention and workforce development programs.

Office on Aging

The Office on Aging offers safety net services, like food, utility and housing support for vulnerable older persons and adults with disabilities in Riverside County.

Parks and Open Space District

The Parks and Open Space District acquires, protects, develops, manages, and interprets for the inspiration, use, and enjoyment of all people, a well-balanced system of park related places of outstanding scenic, recreational, and historic importance.

Planning Department

The county's Planning Department guides future growth that respects the diversity of the region, shapes and configures development in relation to the land it occupies and ensures that its various parts relate to its whole.

Probation

The Probation Department is responsible for the investigation and supervision of adult and juvenile offenders throughout Riverside County. It also operates three juvenile detention facilities located in the Riverside, Southwest, and Coachella Valley regions, and one residential treatment facility.

Public Defender

It is the mission of the Public Defender’s office to provide the most competent and professional legal representation possible to those individuals who are charged with a crime or involved in certain civil matters.

Purchasing and Fleet Services

The business of the County of Riverside requires purchasing goods and services, which the Purchasing Department procures for county departments. The department generally creates bids for most items, and in the case of repetitively purchased items, establishes long-term contracts.

Registrar of Voters

The Registrar of Voters ensures a fair electoral process conducted with the highest professionalism, with neutrality and non-partisan decision-making.

RivCo TV

RivCoTV provides professional media services for Riverside County Departments as well as operates the county chambers for board meetings, workshops and training sessions. Approved by the Board of Supervisors in 2018, the county PEG program allowed for the implementation of the public access channels. Currently, the team is providing live and scheduled content with AT&T on channel 99, Frontier on channel 36 and Spectrum customers view their PEG content on Channels 1300 and 209.

Riverside University Health System - Behavioral Health

The Behavioral Health department provides treatment and support services to children, transition age youth (18 - 21 year-olds), adults and older adults who have a mental illness. The department also administers the public guardian program, which supports people unable to properly care for themselves or who are unable to manage their finances.

Riverside University Health System - Clinics

Riverside University Health System - Clinics provide free or low-cost health, dental and medical care. The clinics focus on those with low income or no health insurance; however, almost anyone across the county can get some form of assistance. Services offered by each clinic vary by specialty.

Riverside University Health System - Medical Center

Riverside University Health System – Medical Center stands today as a pillar of excellence in health care and medical education in the region. Located in Moreno Valley, the 439-bed medical center and its 60+ hospital-based primary and specialty care clinics have been recognized for delivering high-quality care.

Riverside University Health System - Public Health

Riverside University Health System - Public Health promotes and protects the health of all county residents and visitors for the wellbeing of the community. With a staff of 700 doctors, nurses, health educators, nutritionists, communicable disease and community program specialists the department works towards preventing disease and healthier communities.

Sheriff's Department

The Riverside County Sheriff's Department is the second largest sheriff's office in California that provides law enforcement services to unincorporated areas and 13 contract cities, manages five correctional facilities, conducts coroner and public administrator duties, as well as provides court services.

Transportation and Land Management Agency

The Riverside County Transportation & Land Management Agency provides an array of in-person and online services related to building and safety, planning, code enforcement and transportation.

Transportation

The Transportation Department manages and maintains roads in the unincorporated areas, including road improvements, repairs and traffic signals to ensure the safety of the motoring public along the county's roadways.

Treasurer Tax Collector for the County of Riverside

The Riverside County Treasurer-Tax Collector is responsible for the billing and collection of property taxes, as well as the receiving, processing, investing and safeguarding of public funds.

Veterans Services

Riverside County’s Veterans’ Services Office promotes and honors all veterans. The department works to enhance veterans’ quality of life, and that of their dependents and survivors, through counseling, claims assistance, education, advocacy and special projects.

Waste Resources

The Department of Waste Resources runs the county’s landfills, as well as offers programs for household hazardous waste collection, recycling, and composting to promote a more environmentally responsible Riverside County.
