Agricultural Commissioner's Office

The Riverside County Agricultural Commissioner's Office is entrusted with the mission of promoting and protecting the agricultural industry of the County and its environment, ensuring the health and safety of the County's citizens, and fostering confidence and equity in the marketplace through education and the fair and uniform enforcement of laws, regulation, and ordinances enacted by the people of the State of California and the County of Riverside.

Our mission is to fulfill the legally and locally mandated functions of the Assessor, County Clerk, Recorder, and Records Management Program in an accurate, timely, professional and courteous manner and to ensure high quality service.

Auditor Controller

The Riverside County Auditor-Controller is an independent, nonpartisan elected office established to provide accounting, audit, payroll, and property tax administration services to County government, cities, K-14 schools and special districts. The Auditor-Controller is the chief accounting and disbursement officer of the County. Riverside County is the fourth largest county in California and the eleventh largest in the United States.

Board of Supervisors

The Board of Supervisors is the governing body of the County, certain special districts and the Housing Authority. The Board enacts ordinances and resolutions, adopts the annual budget, approves contracts appropriates funds, determines land use zoning for the unincorporated area, appoints certain County officers and members of various boards and commissions.

Building & Safety

The Riverside County Department of Building and Safety is dedicated to providing the citizens of Riverside County with courteous, efficient and cost effective services with the goal of improving the quality of life and orderly economic development by the provision and management of grading, building inspection and code enforcement within the integrated Transportation and Land Management Agency activities.

Career Development

This is Riverside County's learning and organization development function for all county employees. It provides learning and performance solutions to enhance public service.

Child Support Services

The Riverside County Department of Child Support Services works with parents and guardians to ensure children and families receive court-ordered financial and medical support. Services provided included locating, establishing paternity; establishing, modifying and enforcing a court order for child support; and establishing, modifying and enforcing an order for health coverage.

Clerk of the Board

The Clerk of the Board performs numerous duties in fulfilling its charge to provide support to the Board of Supervisors and information to the public.

Code Enforcement

The Code Enforcement Department is responsible for enforcing over twenty-four Riverside County Ordinances as well as various state and federal laws in the unincorporated areas of Riverside County. Code Enforcement activities contribute to safe, healthy, sustainable communities and preservation of water quality and natural resources. The Department seeks to strike a balance between enforcement and compliance by engaging in a community oriented approach geared toward achieving voluntary compliance. Code Enforcement staff use administrative, civil and criminal remedies to address and resolve code violations.

Community Action

The Community Action Partnership provides programs to strengthen, promote the needs of the community through self-sufficiency.  Programs include tax preparation, utility assistance, dispute resolution, and job training for veterans.

Community Facilities Districts

The Community Facilities District and Assessment District Administration assists in the establishment of Mello Roos within Riverside County.

Cooperative Extension

The University of California’s Cooperative Extension offices in Riverside County are local problem-solving centers. More than 300 campus-based specialists and county-based farm, home and youth advisors work as teams to bring practical, science-based programs to Riverside County.

Coroner's Office

The Coroner investigates and reports on all violent, sudden or unusual deaths of persons within the county as established by California law. Visit the Coroners Website.

County Counsel

The Office of County Counsel is a full-service law office that handles civil matters for the County of Riverside. The office provides advisory and litigation support on issues of vital concern to the County and its residents such as health care, public safety, child welfare, land development, environmental protection, public finance, taxation and elections. The office is staffed by experienced attorneys who have dedicated their careers to public service.

Countywide Oversight Board

The Countywide Oversight Board was formed in 2018, as a result of state legislation that combined all successor agencies by county. As a result, the Countywide Oversight Board is comprised of the County of Riverside successor agency, and the successor agencies of cities within the county. 

District Attorney

The District Attorney of Riverside County, as the public prosecutor acting on behalf of the People, vigorously enforces the law, pursues the truth, and safeguards the rights of all to ensure that justice is done on behalf of our community.

Riverside County’s Business and Community Services department is responsible for many of the programs that support businesses and contribute to the great quality of life in our communities.

Riverside County is proud to introduce the representatives and public servants that improve our quality of life, and provide policy guidance on issues affecting Riverside County government.

Emergency Management Department

The County of Riverside Emergency Management Department (EMD) enhances the safety and security of the whole community by leading the efforts to mitigate, prepare for, respond to, and recover from emergencies and disasters. 

Environmental Health

Riverside County Department of Environmental Health is dedicated to protecting the health of people and the environment in Riverside County.

Environmental Programs Department

The Environmental Programs Department is responsible for overseeing implementation programs for three regional habitat conservation plans and insuring consistency with the County's existing land development process. EPD also administers other specialized County programs.

Executive Office

The County Executive Office's mission is to support and implement board policies and priorities, provide organizational direction and leadership, and foster efficient and effective management of the county workforce and activities.

Facilities Management

The Facilities Management department includes the space management office, parking division, maintenance division and custodial services.

Flood Control

Riverside County Flood Control and Water Conservation District's mission is to responsibly manage stormwater in service of safe, sustainable, and livable communities.

This commission provides incentives for locating film and TV projects in Riverside County, and assists production companies with support services. Visit the film commission website.

Foreign Trade

The Office of Foreign Trade (OFT) is part of the Riverside County Economic Development Agency and is the official agency and representative body for international trade, development, and foreign investment within the County of Riverside. The OFT was established by the Agency and with the consent of the County Executive Officer in 2009 in an effort to consolidate foreign trade and investment in one centralized office.

Grand Jury

California law provides for the use of grand juries in each county. This page includes reports from the civil grand jury in Riverside County, which has an oversight function into the operations of county and municipal governments. The civil grand jury is distinct from criminal grand juries, which can be used to consider evidence and bring indictments in criminal investigations.

Housing, Homeless Prevention and Workforce Solutions

The mission of the Housing, Homeless Prevention and Workforce Solutions department is to transform and promote healthy, thriving communities, reignite hope and restore human dignity through the creation and preservation of programs that enhance quality of life.

Indigent Defense

The County of Riverside, in cooperation with Riverside Superior Court, administers the delivery of legal services to indigents in criminal, juvenile, probate, and other cases.  Attorneys are normally provided through the Law Offices of the Public Defender. In cases where the Public Defender has a conflict with representation, such as in multiple defendant cases, a criminal defense attorney is appointed.

Indian Gaming Committee

When California tribal governments negotiated and signed the historic Tribal-State Compact in 1999, they insisted on the establishment of the Special Distribution Fund (SDF), designed to return monies to local communities impacted by tribal government gaming facilities, and its inclusion in the Compact.

Mental Health

This program provides treatment and support services to transition age youth, adults and older adults who have a mental illness and children who are seriously emotionally disturbed.

Office on Aging

The Riverside County Office on Aging serves to promote and support a life of dignity, well-being and independence for older adults and persons with disabilities.

Park & Open Space District

The mission of the Park District is to acquire, protect, develop, manage, and interpret for the inspiration, use, and enjoyment of all people, a well-balanced system of park related places of outstanding scenic, recreational, and historic importance.


It is the goal of the Planning Department to provide timely, responsive and helpful service to all members of the public and promote innovative  development that effectively accommodates a balance of housing, employment and service opportunities.


Serving Courts - Protecting Our Community - Changing Lives

Public Administrator

The Public Administrator bureau is charged with investigating and administering the estates of Riverside County residents who pass away without someone available or willing to settle their affairs. 

Public Defender

It is the mission of this office to provide the most competent and professional legal representation possible to those individuals who are charged with a crime or involved in certain civil matters.

Public Guardian

The Public Guardian provides a vital service to persons unable to properly care for themselves or who are unable to manage their finances.

Public Health

Riverside University Health System-Public Health promotes and protects the health of all County residents and visitors in service of the well-being of the community.

Public Social Services

The Riverside County Department of Public Social Services provides temporary financial assistance and employment services for families and individuals. The department is also charged with programs to protect at-risk children and adults from abuse and neglect, as well as access to healthcare coverage to low income individuals and families.

Purchasing & Fleet Services

The business of the County government consumes large amounts of goods and services which the Purchasing Department tasks to procure. The department generally creates bids for most items, and in the case of repetitively purchased items, establishes long term contract that may be for periods of one to five years in length.

Registrar of Voters

The Registrar of Voters ensures the electoral process will be conducted professionally, consistently demonstrating neutrality and non-partisan decision-making, based upon a thorough knowledge of and compliance with all election laws by administering them timely, responsively and with integrity on behalf of those we serve.

Riverside County Film Commission

The Riverside County Film Commission (RCFC), is your one-stop resource for Film, TV and Digital Media production in Film Friendly Riverside County.  Our office is committed to providing content creators with professional, expedited, concierge service.

Riverside University Health System Medical Center

​​​Riverside University Health System (RUHS) includes the 439-bed Medical Center in Moreno Valley, 10 Federally Qualified Health Centers and several primary and specialty clinics throughout Riverside County, and the departments of Behavioral and Public Health. RUHS has been the foundation of health care, community wellness and medical education in Riverside County for more than 100 years and employs about 6,000 team members.


In partnership with the public we serve, we are dedicated to suppress and prevent crime through the reduction of criminal recidivism; we have the responsibility for upholding both the United States and California constitutions, the reasonable enforcement of all federal and state laws or ordinances, and all required mandates of the elected Sheriff; we serve our superior courts by providing court security, service of civil processes, and the execution of lawful orders of the court; we maintain our county jails and committed inmates in accordance with state guidelines and regulations in a fair and humane manner; and we perform the legal functions of the Coroner-Public Administrator with dignity and respect for those in need of our services.

Successor Agency

The Countywide Oversight Board established in 2018 consolidated the County of Riverside successor agency and the successor agency for all cities within Riverside County.

Superior Court - State of California

The Superior Court of California, County of Riverside will, in a fair, accessible, effective, and efficient manner, resolve disputes arising under the law and will interpret and apply the law consistently, impartially, and independently to protect the rights and liberties guaranteed by the Constitutions of California and of the United States.

Tax Collector

The Riverside County Treasurer-Tax Collector is responsible for the billing and collection of property taxes, and, for the receiving, processing, investing and most importantly, safeguarding of public funds, as mandated by the laws of the state of California.


Riverside County's Transportation Department mission is to provide the citizens of the county with increasingly more courteous, efficient, and cost effective services dedicated to improving the quality of life and orderly economic development by the provision and management of a safe, efficient and convenient transportation system, enhancing the mobility of people, goods and services within the integrated Agency activities.

Transportation & Land Management

The County of Riverside Transportation & Land Management Agency (TLMA) is the umbrella agency for six county departments. They are the Planning Department, Building & Safety Department, Transportation Department, Code Enforcement Department, Environmental Programs Department and the Administrative Services Department. In total, TLMA employs more than 600 dedicated public servants who strive to meet the needs of the residents of Riverside County.

Veteran's Services

Promote and honor all veterans, and enhance their quality of life and that of their dependents and survivors through counseling, claims assistance, education, advocacy, and special projects.

Waste Resources

The Department of Waste Resources' mission is to provide for the protection of the general public health and welfare by efficient management of Riverside County's solid waste system through: provision of facilities and programs which meet or exceed all applicable local, State, Federal and land use regulations; utilization of up-to-date technological improvements; development and maintenance of a system that is balanced economically, socially and politically; and economically feasible recovery of waste materials.

Workforce Development Centers

The Riverside County Workforce Development Board (WDB) provides oversight for the Workforce Innovation and Opportunity Act (WIOA) programs in the county.
